The main purpose of PAK ODSIARCZANIE Sp. z o.o. is to provide comprehensive services involving flue gas desulphurization from the electricity boilers belonging to ZE „PAK” SA.

The basic activities performed by the company involve providing services based on the following:
• using own flue gas desulphurization installations (IOS),
• comprehensive services of flue gas desulphurization installations „IOS” belonging to ZE ”PAK” SA.
The agreement for constructing the flue gas desulphurization installation (IOS) for Pątnów I Power Station, concluded between PAK ODSIARCZANIE Ltd. and RAFAKO SA was signed in 2005. Under this agreement, RAFAKO Company is to design, assemble and construct, on a “turn key” basis, the installation for flue gases (exhaust gases) desulphurization by wet lime-gypsum process, which will operate in power units 1-4 (200MW each) in Pątnów Power Station. The construction is planned to be completed in December 2007. The total value of the construction project amounts to 306 million zlotys.


Flue gas desulphurization installation

The all-important purpose of constructing the flue gas desulphurization installation in Pątnów Power Station is to meet the requirements of the 2001/80/WE directive and the Ministry of the Environment directive of 4th August 2003 which transposes the former UE directive. Another aim of the flue gas desulphurization installation is to facilitate ZE ”PAK” SA in adapting to reductions in levels of emissions required for the power industry sector, stipulated in the Accession Treaty. Apart from the necessity to meet the emission standards, as part of emission trading schemes, ZE „PAK” SA will also account for their own annual emission allowances of SO2 in tons/year (for all the Power Stations forming the industrial complex: Pątnów, Konin, Adamów) from 2008, at latest. The construction of the flue gas desulphurization installation in Pątnów Power Station will help in meeting the emission requirements for SO2 reductions for all the power plants of ZE „PAK” SA as well emission requirements for dust reductions for Pątnów Power Plant until the technological modernization of power blocks is completed. The installation is expected to last 35 years.

In order to carry out this investment project, both ZE „PAK” SA and PAK ODSIARCZANIE Companies took action to secure financing for the whole contract. In November 2005, two applications seeking to obtain a promise of co-financing the whole undertaking were submitted at National Fund for Environmental Protection and Water Management. The next day an application for a loan was submitted at Bank of Environmental Protection. The remaining financial funds come from the company’s own funds and grants from European Fund for Regional Development.

From the beginning of December 2005, the both parties to the contract (PAK ODSIARCZANIE – RAFAKO) made their final arrangements concerning the project implementation and on 9th December the site was transferred to the General Contractor (RAFAKO). The stage of demolition work started in order to prepare the site for construction of flue gas desulphurization installations No. 1 & No. 2.
In December 2005, PAK ODSIARCZANIE Company concluded an agreement with ZE PAK SA for providing flue gas desulphurization services in electricity boilers. From 2006 PAK ODSIARCZANIE Company took control of operating the flue gas desulphurization installation in Konin Power Station.

On 16th March 2006, the Company received a binding offer amounting to 306 000 000 zlotys from the bank consortium of PEKAO SA & PKO BP SA for financing the flue gas desulphurization installation (IOS) and on 31st May 2006 the commercial loan agreement for the above-mentioned amount was concluded.

New companies engaged in the IOS construction appeared on the building site. Elbud Gdańsk Holding carries out the conversion of WN 110 kV & 220 kV lines, Hydrobud is responsible for installing separators for drinking and fire fighting water systems, Inkom Company carries out piling and foundation works for the IOS. In July 2006 Karrena Company starts construction work on the site and builds two smokestacks for the IOS. In August 2006 Energomontaż Północ Company starts to assemble a steel construction for Absorber no. 1, Absorber no, 2 and an emergency tank. On 11th October the company is starting the erection of chimney shaft no. 1 and one week later the erection of stack no. 2. The construction of smokestacks was completed on 21st November 2006 r.

In November and December 2006, the foundations for power feed transformer at blocks no. 2 and 3 as well as fire-walls were constructed, a new smoke conduit installation along the Północna road was completed, the foundations for P-13 and 14 supports, situated at the existing exhaust fans at blocks no. 1 and 2, were finished, installation of steelwork of the main pumping station was started. At the beginning of 2007, The whole steelwork of the building was installed and the roof was covered with a single-sheet layer.

In December 2006, long-standing agreements were concluded with LHOIST Bukowa Ltd. and Czatkowice Limestone Mine Ltd. for supply of powered limestone for the needs of the flue gas desulphurization installations.
In the second half of 2007 the jacket installation for absorber no. 2 was completed. The jacket installation for absorber no. 1 was completed in February 2007. In the same month a bottom and the first shaft of the powered limestone reservoir (tank) were inserted, an exhaust terminal from the ventilation duct of block no. 6 was constructed, and there are some works in progress on “ground zero” of the pumping station. Four foundations for recirculation pumps and process tanks were completed.
Apart from the construction works in progress, equipment and machines are being delivered (ducts/conduits, blowing fans, compressors, etc.) to the gas desulphurization installations.

In April 2007, a contract between Pątnów II Power Station sp. z o.o. and RAFAKO SA Boiler Engineering Company was concluded for designing and constructing, on a “turn key” basis, gypsum dehydrating and warehousing systems as well as designing and constructing a system of sewage treatment from flue gas from desulphurization installations.

In April and May 2007, the contractor carried out foundation works, performed jobs related to delivery and assembly of steel constructions and continued to compile technological specifications for the following: the next elements of the gypsum dehydrating and warehousing system, a hydrocyclone station of sewage disposal for the 460 MW power station and technological process monitoring system for the gypsum dehydrating and warehousing system.
